La Crosse council holds weekend retreat

An organization not known for its efficiency, civility or shortage of hoops to jump through engaged in a lengthy self-assessment this weekend with collegiality rarely seen in regular meetings.
That organization, the La Crosse Common Council and city department heads, gathered Saturday at the La Crosse Center to catalogue strengths, weaknesses and priorities for the coming months and years.

Vows to follow through and meet again in a year aside, most senior staff and council members recognized the probability that in a year’s time things won’t change much.

“It’s nice to say we’re going to work on something, but you have to develop your policies and procedures, your mission first,” Mayor Mark Johnsrud said.

The all-day retreat did, however, provide a necessary shock to the organization, he said.

“I think the council has an action plan now,” Johnsrud said.

" I previously asked to be on the coming docket for a Public Works Board Meeting. I was turned down. Because, as I was instructed to do by our City attorney, I listed the business I wanted to broach at an upcoming meeting. The business I wanted to cover was contractual reports,documents, etc itemized and 'mandated' on a recent project in our town. With creative help and financing from taxpayers. I had already checked with our City Clerk and those documents and information were not filed, yet alone timely. Even Fred Kusch at this 'Retreat' stated emphatically when asked about City Meeting procedure, that it would be correct to ask to be on the next docket under new business rather than interrupt already listed agenda business at a present meeting. Simple. For some. That are not hiding the 'veggies' are under their napkin. "

" I cannot wait to see the 1/15/09 due employee report for LHI. You remember the second of two buildings with the first floor Meeting Room, next to the first building with '700' LHI employees. Everyone loves the steak and lobster, but the veggies keep you 'regular'. Too late. "

" Your goals and achievements are akin and sad as a couple of local wealthy rich boyz claiming they were Competitive Bass Fisherman, as they liquidate family assets/investments to do so. Which you are not! In this case we as taxpayers would be the family assets. If that is not enough you are like a child who pushes his veggies aside and demands to eat his dessert, now! Reflected in the lack of info and wrapping up loose ends that are good for you. Examples? NSD Copeland and it's raod to nowhere, Steve Mills and the shakedown at the Municipal Boat Harbor, and lastly Pettibone Campground to name a few. Your inability to care enough to assemble a simple calendar checklist for contractual mandated info and reports on past projects would be the 'veggies'. "

But this 'retreat' was a bunch of crap. "I think the council has an action plan now, Johnsrud said. An Action plan Mark? First you have condemned, threatened to condemn, and cherry picked the only commercial riverfront available in our area. Ad a few high traffic frontage properties and it is apparent you truly believe you are, and were elected/hired to be DEVELOPERS. Instead of managers to provide limited services efficiently and cost effective as possible. "

" you know, a 'news' organization which actually wanted to inform it's readership would at least list the names of the persons present. hopefully that will be in 'tomorrows' story. if there is one. "
