School board moves forward with referendum plan; likely to OK question Monday

The La Crosse School Board decided Monday to go forward with a plan that — with voter approval in November — would fund about $22 million in capital improvements district-wide.

The plan would put an $18.5 million referendum before voters Nov. 4, and use $3 million of the school district’s fund balance and the $600,000 Trane gift to upgrade safety and security; heating, ventilation and air conditioning; and other “urgent facility” needs.
At its special meeting Monday, the board directed legal counsel to draft a referendum question seeking $18.5 million for building improvements.

Neil Duresky and Dave Rudolph voted against the motion. The board is expected to approve the question at its regular meeting at 6 p.m. Monday at the Hogan Administrative Center, 807 East Ave. S.

“We have whittled this down and whittled this down,” Superintendent Jerry Kember said. “I am confident ... this (plan) focuses on the highest priorities and the highest needs. To go much less than that, I don’t know if we can make a significant difference.”

President Christine Clair said the board is looking at 10- and 15-year financing options for the $18.5 million referendum that would lessen the burden on the taxpayer.

The capital improvements that would be completed had been included, along with plans for a new school, in a $35 million referendum that voters rejected in April. The board would trim the list by an additional $2.5 million at a later date.

The Wisconsin Association of School Boards also will be invited to an upcoming school board meeting to do a presentation on community engagement. Duresky said it was important that board members learn more about engaging community members if future plans include possibly closing a school, as has been discussed in the past.

" If they are going to spend $3M from the fund balance on crucial security and safety needs identified from their own study no matter how the referendum vote turns out, why doesn't the school board authorize this work immediately instead of waiting for the referendum?

By not addresssing these critical needs immediately with money they already have, the school board is sending a clear message about about how they are more concerned about reaching into taxpayers' wallets rather than ensure our children's safety. "

And don't get me started on Rudolph, he is as out of touch with the community as he was with his students. Also not all of the needs are airconditioning but nice of you to only point that out. Why not say how much are we going to spend on safety for the students, or do we need something bad to happen first. "

Economic conditions in LaX are bleak--it's time for massive cuts across the board: schools, city, and county. We need a new Constitutional Amendment limiting an individual's overall tax burden to a reasonable percentage of his ability to pay: federal, state and local taxes in total should not exceed thirty percent of an individual's gross annual income. Excessive taxation is de facto slavery.

Many folks in local government have yet to be affected by the dire conditions, therefore they live and think as though all is rosy and normal. "
