The end is near for West Avenue construction

Traffic relief is less than a month away as construction on West Avenue enters its final stretch.

The 7½-month project to widen, add medians and replace the worn pavement is on time and on budget, officials with the Wisconsin Department of Transportation said this week.
Vehicles on Monday will be shifted to the outer lanes of the road until it reopens Nov. 1.

This week, crews will continue work on the median, which includes paving left turn lanes and adding curb and gutter, concrete islands, traffic signals, street lights, irrigation systems and sod, project manager Dale Merten said.

Merten said the DOT also plans to open unsignaled intersections at Mississippi, Winnebago, Pine and Badger streets. Those intersections have been reduced to right-in and right-out only.

There may still be a few finishing touches and minor repairs after the road reopens, Merten said, but they shouldn’t affect traffic flow.

West Avenue has been closed since mid-March for a $5 million overhaul of the busy north-south route. The project was paid for mostly with state and federal money, with the city funding water and sanitary sewer work and some lighting.

The southern stretch from Green Bay Street to Jackson Street reopened in May, and lanes from Jackson Street to La Crosse street have been closed intermittently since April.

The DOT raised medians along the roadway to prevent left turns and reduce congestion. Five intersections — at Johnson, Mississippi, Winnebago, Pine and Badger streets — now limit access to right in, right out. The project required acquiring $1.25 million in right of way from 48 properties.

" The barrels in between LaCrosse and the county line are up because of the crossover construction and only since the middle of september. The state patrol wanted them up all the way because it is safer then mergeing back and forth and people like Sully would be a traffic hazard, being so impatient. "

" I'm confused as to why some of the other intersecting streets can't be opened up as well. Rather than using them as a Contractor's Storage Area, streets like Madison, King & Ferry should be opened so as to allow for right hand turns. Opening Mississippi street for Walgreens is OK, but that isn't the only one that should e opened up. "

" Barrels on I-90 EB between Sparta and La Crosse have been there all summer? What are you talking about. I went down that stretch many times over the summer and there were no barrels. Although the road could use some work between West Salem and the La Crosse/Monroe county line. "

Surely they 1-lane traffic on the interstate is hazzardous! "

" Sully, I drive parts of it or cross it nearly daily and have seen plenty of work being done. You have to remember though that many of these things are done in phases and some phases take longer and require less laborers than others. Concrete for instance has to cure before you can drive on it or do other things with it. It may appear to be "dry", but it may not be cured yet. "

" Well they hide well then. They are not there when I go through twice a week between 10 and 11am, or twice a week around 2pm. We close down a major road with no real sense of urgency to get it done. They will toy with this until it snows because we put up with it. Forget about La Crescent. They finally got busy last week after several weeks of no real work or progress. Where is the oversight on these projects? "

" Can someone tell me why we continue to let these road project drag on and on? I drive through this area often and for most of the length of the project you cold drive the entire length of West Ave, and only see one or two guys working. Many times no one was there doing anything. Same thing with the project in La Crescent. What gives that we let a major road be restricted for that long while no one is working on it. "
