Absentee ballots were supposed to be available starting Monday under state law, which requires they be ready 30 days before an election.
But city workers in Madison, Milwaukee and Oshkosh say they are still trying to finalize their ballots. Aides say absentee voting in person should start Tuesday in Madison and Oshkosh, and Wednesday in Milwaukee.
Officials in La Crosse, Green Bay, Racine, Kenosha, Eau Claire and Wausau say absentee voting is under way in those cities.
Government Accountability Board director Kevin Kennedy says it's not unusual for absentee ballots to be delayed for a few days because of technical issues.
