Proposed city budget includes 1.7% levy hike

Mayor Mark Johnsrud introduced a $68.7 million operating budget for 2009 Monday that absorbs swelling energy costs, increased debt commitments and union wage hikes.

The proposed tax rate of $12.36 per $1,000 of assessed valuation would be about 21 cents higher than the 2008 rate of $12.15, but that’s less than half the rate jump from 2007 to 2008.
If approved, the owner of an average La Crosse home — valued at $102,000 — would pay $1,260.92 in city property taxes, $21.11 more than the current year.

The change would amount to another $1.76 per month on a $102,000 house.

That same household paid $52 more in 2008 than in 2007, due to a gubernatorial veto granting municipalities a one-time, 3.86 percent levy limit.

The 2009 spending plan caps the city’s levy growth at 1.7 percent, about $500 within the state’s 2 percent ceiling. It also offsets increased expenses, with $1.6 million more in revenue than 2007.

Johnsrud’s plan, taken up by the Finance and Personnel Committee on Monday, includes an additional $400,000 for anticipated rises in gas, diesel, natural gas and electricity costs in 2009.

“We’re suffering from the same things that the general public is suffering from,” Johnsrud said.

In the future, he added, officials are looking to retrofit municipal vehicles for compressed natural gas for “diversification, in case the cost of any one fuel goes up.”

The 2009 spending plan accommodates an added $1.25 million toward paying off debt due to $20 million in new borrowing for the transit center, Johnsrud said.

Spending for asphalt and concrete will be held to 2008 levels despite rising costs, forcing the Public Works Department to cut back on street repairs and reconstruction in 2009.

The budget doesn’t call for any cuts to staff, despite a 3 percent wage increase agreed to in union contracts.

Johnsrud proposes eliminating two vacant positions, including deputy human resources director and grant writer, and reduces a city attorney to part time but includes funding for a third city attorney that would be full time.

His budget denies requests for a geographic information systems employee and programmer in the Information Services and Technology Department.

“It’s not that we don’t need those positions,” he said. “It’s just that we don’t have the money to fund them.”

Folks with (granted, over priced/over valued) $1M+ homes in So. California pay equal or less in property taxes than the average $100K home in the city of LaCrosse. How is that even possible?

Can we impeach a mayor? I don't know if LaCrosse can make it 6 more months with this moron at the helm. "

But the property taxes have gone up because (a) more and more property goes off the tax rolls from government (UW-L) and church expansion; (b) Madison keeps cutting back on funding via income and business taxes to "cut taxes" while mandating government services and education; and (c) TIFs. " Hey Tribune how about another point of view that the public sees ? My last assessment went up $25,000 on a $175,000 home last year. I think the $21 increase on $100,000 is laughable.
It's time the mayor makes hard decisions and starts to cut jobs and any duplications in any dept. I call for an across the board 10% pay cut to city employees or this train is going to run out of track and crash. I'm sick of the tax and spend policies of La Crosse.
P.S. And if any employee feels that they deserve more pay, they can go find a better one just like the private sector does. "
