Budget shortfalls could mean job cuts for counties

An ailing economy and shrinking state resources could force area counties to start cutting jobs in an effort to make ends meet.

As they finalize work on the 2009 budget, most counties have been able to avoid laying off workers, but officials wonder how long they can put off making those kinds of cuts.
“We’re at the point now where we’re going to be cutting services and cutting into the muscle because there’s no fat left,” Crawford County Board Chairman Ron Leys said. “That’s going to make our roads less safe and our people less safe because that means we’ll be making cuts in the sheriff’s department and the highway department.”

Each county is facing the same problems — the state’s mandate that property tax increases be capped at 2 percent, less money from the state in the form of highway and other contributions, and a reduction in sales tax revenues. The 2009 budget process is one of the most difficult in recent memory, officials said.

“I really think we are in crisis mode,” Vernon County Supervisor Geoffrey Banta said last week. “Next year, there will be increases (in expenses), and we are going to have to say, ‘You are going to have to cut.’ We are going to lose staff next year — there is just no way around it, unless something changes.”

Dennis Eberhardt, chairman of the Jackson County Board, said the extent of the problem was made clear during a meeting with area highway commissioners Thursday in which two state Department of Transportation officials warned that the budget shortfalls are worse than most people know.

“They told us to think how bad it could be, then said it will be even worse,” Eberhardt said.

Earlier this year, Jackson County trimmed its personnel costs by cutting highway workers to four day weeks and earlier this week laid off three employees.

The good news, Eberhardt said, is the highway workers will go back to full time Nov. 1 and the county should be able to get through the winter without more layoffs. After that, however, things are not as certain.

To avoid laying off workers, many counties will not fill some positions left vacant by retirement or resignation. But they may soon have no choice.

“We certainly don’t feel we’re overstaffed, despite what some people may say,” said Ann Thompson, chairwoman of the Houston County (Minn.) Board. “We certainly need all of the people we have working now. And we know it would be tough on the employees if we have to make those cuts. Let’s just hope it doesn’t come to that.”

The 2009 budget for La Crosse County includes funding for an additional 8.8 full-time equivalents, including five additional jailers who will be needed when the jail is expanded but must be hired and trained in 2009, County Administrator Steve O’Malley has said.

Because nobody down at County is bright enough to infuse a SIMPLE requirement. To cut the chaff, to cut hose not in a serious relationship, and to be frugal with our money. Require gay or straight couple to own titled or deeded property jointly. It can be done easily, inexpensively, and should be done now! Lacrosse County, led by the "genius" O'Malley have been busy as beavers attempting to install post retirement health care for it's employees. Why? Because the contribution we make to match their retirement is too generous and they may retire comfortably at 55. So now what? We furnish them 55-65 health care, that those of us in private work will NEVER see in our working lives. They started with 'B' class employees and will expand to all from there. Packages worth $150k per person and up! "

As home values and 401k's shrink and taxes rise the government continues to tick as usual. Affordable healthcare has disappeared for the common worker and government workers go by unaffected by this crisis. In their eyes they are earn this benefit and to hell with everyone else. They forget that our taxes pays for 99% of their healthcare coverage killing any chance to afford our own healthcare. Goverment should cut, cut, cut employees and services.
