Area schools put measures on ballots

Residents in four Coulee Region school districts will be asked to approve measures Nov. 4 that administrators say will allow schools to keep pace with education and facility needs.

The North Crawford School District has a $400,000 operating referendum on the ballot.
“We’ve done a five-year forecast, and essentially without a successful referendum, we project that we will have insufficient funds to operate by 2013,” Superintendent Dan Davies said.

The district has been hit hard by state revenue caps and significant declining enrollment in the past decade, and the “situation is not going to go away,” Davies said. “If we don’t do something, we clearly know where we’re going to end up five years from now.”

Davies said the district is debt-free and is nearing the end of a $300,000 operating referendum that has been used “frugally.”

Voters in the Seneca School District, also in Crawford County, will decide an $800,000 operating referendum.

However, a $375,000 operating referendum expires this year, so if the new referendum is approved, the net amount starting in 2009-10 would be $425,000, said Superintendent Al Szepi.

The funds would support existing Seneca facilities and programs, Szepi said.

“We’re not asking for any additional buildings for any additional staff,” he said. “Right now, our budget is out of balance and has been for the last three years.”

The district is expending about $200,000 more than it now takes in, which is depleting its cash balance, Szepi said.

“We could do that probably an additional three years, but then the cash balance will be gone,” he said. “We’d have to cut programs but if we did, I think we would cease to have a quality educational institution here.”

The La Crosse School District is asking voters for $18.5 million to repair heating, ventilation and air conditioning, upgrade safety and security and address other “urgent facility” needs.

If approved, the district will draw $3 million from its fund balance and accept an estimated $600,000 worth of HVAC equipment from Trane Co. — enough for three schools — for a total project of about $22 million.

“What we are trying to do is simply maintain our schools,” Superintendent Jerry Kember said. “After the $18.5 million is spent, you won’t drive by a school and notice much difference. It’s all to improve infrastructure, remodeling and maintenance.”

Voters in the La Farge School District in eastern Vernon County will be asked to approve a $250,000 operating referendum.

" Seneca school district has one of the highest expenditure cost per student in the state and if not the lowest ratio of student per teacher in the state it is close. Seneca should trim the amount of teachers to at least 15 per student instead of 10 and then cut benefits to reasonable amounts to staff before asking for more money. It's starting to be a joke. "

" fortwith bolgar...pointing fingers at those who may not have children will only anger those if us who no longer have children in schools. I am more than willing to pay a fair tax for good schools. Unfortunately, these school districts are out of control. Where is the efficiency? This is a one way street and that can no longer fly. I honestly do not think a single one of these referendums will pass. Some districts have already taken them off the ballot. Vote No... "

La Crosse Taxpayer, WisCONsin, Getreal, sum it up perfectly. The school teachers to administration and EVERYONE that works in the district NEEDS to get a pay cut NOW! Look at private businesses layoff here, closing there, what do they do, CUT wages, CUT workers, Cut expenses, just to SURVIVE! Period end of story.

Do you see the big shots in the district cut their wages, he## no. They get increases for crying out loud. So when, (and it won't happen) but when the obviously over paid work force in the La Crosse School District, show the taxpayer they are with us in these tough economic times, VOTE NO November 4th. We have had enough already! "

" Again, you have to cut spending to have more spending. I do have children in school and am voting no. How many teachers actually teach a full day? Compare them to teachers 50 years ago. And how many administrators do you need? I didn't have air conditioning in grade school or high school and I actually survived. My kids wear sweatshirts to school when it's 85 degrees out because it's cold in school. "

The district should first dip a little more into their own savings before dipping again into the savings of La Crosse property owners. "

Both current presidential candidates agree that the educational system in the U.S. is a national security issue. Why? Economy is directly tied to security. No nation in the history of the earth has ever maintained dominence without a strong economy. And guess what. Economy is directly tied to education. And yet, every time our local educational system needs money, you get morons like you who cry and whine over having to provide funding for our community's children to be able to attend decent and safe schools. You people need to look past the fact that you don't currently have children in school (which is glaringly obvious) and remember that this is an issue that affects every citizen in the long run.

" When the lacrosse schools STOP WASTING taxpayers’ money I’ll consider more money!! How much did they spend on the pamphlets trying to con the people to vote their way? Would come out to $50,000.00-$75,000.00 depending on if they sent one to each home in the school district, could that money not have been spent for repairs or upgrading security?? Why are the wages of the people at Hogan admin center so high?? Why are there so many Administrator and helpers at the admin center??
