County picks women's jail alternative site

When La Crosse County officials temporarily placed the Women’s Jail Alternative Program on La Crosse’s North Side in August, they promised angry neighbors the program would be there only a year.

It appears they’ll hold to that promise, as the county board decided Monday evening to spend up to $239,900 to convert a duplex at 127-129 S. Seventh St. into a permanent site for the program.
The property will house up to 10 women inmates while they receive services through the YWCA, county agencies and other groups to help acquire skills to avoid re-offending, officials said.

Although it will take some time to complete the purchase and allow renters in the duplex to find other housing, then make necessary renovations, some county officials are saying they may ask the city of La Crosse to allow them out of their North Side lease early.

Justice Sanctions coordinator Jane Klekamp said the property is in good shape and almost ready, other than needing some work on bathroom facilities and to install the security lights and cameras being used in the temporary facilities on Kane and St. Paul streets.

But County Administrator Steve O’Malley warned that purchasing the property will take longer than anticipated because the owner who was ready to sell to the county died in October, leaving her estate in probate.

Unlike the contentious situation near the temporary site, no one in the Seventh Street neighborhood has objected to the duplex becoming the women’s jail alternative site, Klekamp said.

" Pumpkinhead - I do think 240,000 is a lot of money but I have to assume that buying a lot, demolition of whatever structure is there, and building a new building would be substantially more expensive. Plus, this lot keeps it fairly close to the county buildings/courthouse. Could keep transportation costs down? "

" Why not just rent a few rooms at the Holiday Inn? Jail is not a duplex, jail is jail Steel and cement, not carpet and porcelain. These women “don't belong in jail”, but men who have been convicted of the exact same crime do belong in jail. If you build a sixty million dollar jail, plans should include space for both men and women. Half-way houses are disappearing daily. The popular thought is that these alternatives has lost their effectiveness and cost versus result do not match up. Another example of pathetic waste stuffed down the throats of the taxpayers. "

" Note to Krusty- It takes a village. The drugs don't leave until the people who live there do something about the problem. I lived in that neighborhood for 10 years, helping kids learn to do things like ice skate, play volleyball, etc. at Hood park. My actions weren't paid for the city (or anyone else); I did it because it was needed. Those same kids that were there 11 years ago will still run up to me even today to give me a hug. I'm very happy that there will be a place for women trying to change their lives and I hope that a few may take over where I left off. Please think about it... "

Sounds like a ridiculous waste of money to me but then again wasting money is a specialty to LaCrosse officials. BTW: I am not against a house for the females, I am just against the shady practices LaX officials and the BS Justice Sanctions program use to acquire it. "
