La Crosse School District voters approve $18.5 million plan

La Crosse School District officials were cautiously optimistic Tuesday even as an $18.5 million referendum measure appeared headed for approval.

With 22 of 28 precincts reporting at midnight, the referendum lead by 2-to-1.

“We are certainly encouraged and hopeful — and we may have a lot of work to do,” said Superintendent Jerry Kember, who was among school officials watching referendum returns at the Hogan Administrative Center. “For our public to show this kind of support is remarkable and a real testimony to its support to the public schools.”

The $18.5 million measure, which would repair heating, ventilation and air conditioning systems, upgrade safety and security, and address other “urgent facility needs” district-wide, had 15,509 yes votes and 7,465 no votes as this paper went to press. Of the 22 precincts counted, only one had a majority of no votes.

With the referendum’s approval, the district will draw $3 million from its fund balance and accept an estimated $600,000 worth of equipment from Trane Co. — enough for three schools — for a total project value of about $22 million.

“There are only a few returns in ... but if the trend continues this could pass and that would be wonderful,” said La Crosse School Board president Christine Clair.

A successful referendum will allow board members to make needed repairs and focus on student issues and developing board policies, Clair said.

“If it fails, we will be back at the table talking about how to meet the building needs and what our options are,” she said. “We will have to make some clean cut decisions because we have to get things done.”

Kember said the board listened to the public’s requests and presented a “reasonable” package that scrapped plans for a new $15 million North Side school and focused on the most pressing needs, collaborating with Trane and promising to tap into the district’s $33 million fund balance.

“It is remarkable during these hard times the support the community gives to public schools,” Kember said. “My words are: thank you, thank you, thank you on behalf of the children of this community.”

" never cease to amaze me: Common cents is not completely wrong. On the last referendum, they used mosed of the money on the k-3 grades becasue that is where they felt it would be best used. Whose to say that they will use this money on some of the items on the list, but run out of money to do them all? They put in air conditioning, but no money for security after they do that. It is for this reason, that an itemization needs to be done of how the money is spent or will be spent "

How do you think the district saved the $33 million dollars sitting in the bank, it's called creative accounting fool.
You liberal educators are all the same, just teach for the test and be home at 3:30....nice. "

" I agree with theblob. Let's have a breakdown of all the districts to see how the referendum got passed. If you don't own property in the city where you cast your vote, you shouldn't be allowed to vote on referendums that ask for a tax increase. "

" Kami- You and I have been over this before. I feel that 'air conditioning' cost were covertly allowed to spill over to the 'heating & ventilation' column. I also feel that they will not contain 'air conditioning' costs with the $4 million parameter. Not even close. An audit of future A/P on this project will reflect same. OK, I volunteer. " Oh happy days are here again! Now let's get those schools repaired on time and on budget. Once those repairs are done and paid for, it will be time to evaluate the longer term of each school and figure out when we may have to replace certain aging buildings like Roosevelt. Hopefully by that time the economy will be good enough to do so then. It's nice to know that Kemper did listen to what I had to say concerning the previous referendum and got this one done this way. Next step, dealing with city ambulance service. "

Lets see if it was the part-time college students that swayed this vote to tax more the permanent local taxpayers. School district LET the buildings get into bad shape 'on purpose', so that jack/jill public THINKS that it was 'needed' possibly. We had a professor (economics) at one of the local colleges tell us that if you shut down the Hogan Administration, very little would actually change, and i still believe his statement to be true. They are the "fat" in the system. They smile for the camera, shakes Doyle's hand, kiss babies and at the end of a "hard" day, go home to a big fancy house. No teaching of children required.

The kids should not have to suffer. You give, and you take. There was no giving here, just taking.

The jail? That is more worthless then Bliss Road repairs. "

When was the last time a way over paid admin in the La Crosse School District took a pay CUT? Yea, gag, cough, erp what? You heard me, a pay cut! There are at least 18 people making over $100,000 basic pay in the La Crosse School system, wanting more and more. So before you call anyone a moron, have some pity on the people that will now have to pay for this, and a 30 plus million jail. Wait till Trane closes their doors or lays off, and the college kids that voted for this moves out. Start opening your wallets people, this is just the beginning. "

The school comes up with what they need in a Detailed report and then the money is figured out. The money MUST be spent on these items, they do not deceive the voters like you are implying. " Take at least $6 million and add it to pay & benefits side of the ledger district.
The district has $33 million sitting in the bank and they never kept up the schools, shame on you school board.
Oops the $18.5 million just went to $10 million, they just took another $2.5 million for retirement shortfalls because the stock market is down.
I will make a prediction that only about $10 million will be used for buildings. By the midterm elections the school board will be talking about more funding. "
