Tyler Carl Belfany and a 20-year-old Coon Rapids man were in the boat about 4 a.m. Saturday when it sank, Pine County Chief Deputy Sheriff Steven Ovick said.
They tried to swim to safety, but Belfany didn't make it to shore. Neither man wore a life vest.
Ovick says the water temperature was 46 degrees and the air temperature was 30 degrees at the time.
Belfany's body was found in the water Saturday morning. The boat was about 20 yards from shore.
Ovick says alcohol may have been a factor. The Ramsey County medical examiner's office is conducting an autopsy.
