Council approves ambulance ban, rejects referendum

The La Crosse Common Council tonight reversed a decision from earlier this week to hold an advisory referendum on a city-run ambulance service.

The council’s Committee of the Whole had voted Tuesday in favor of an advisory referendum coupled with a self-imposed ban on such a service.
While the council upheld 12-3 a two-year moratorium on a municipal ambulance service, the pro-referendum faction lost out on an April ballot item by one vote.

Council member Tom Sweeney argued the advisory referendum would be futile — since the council already voted against the service, ambulance proponents would have no reason to fight for the vote in the spring.

Council member Doug Farmer, who crafted Tuesday’s vote, actually rallied against the referendum tonight. The ambulance issue, he said, didn’t rise to the level of a public referendum.

"If you were to make a list of the 10 biggest issues of the city of La Crosse, this wouldn’t be there," he said.

" Steve- Thanks. I called Clerk Lerke for the itemized votes on Tuesday night. No response, last time I looked. I will follow up and post those and tonights as well. What I found was on the Home Page of this site they have the 10 biggest stories of 2008. Ambulance issue? Not listed. Take a minute and see the laughable other articles that did, it speaks volumes. It also tells me who 'On Too Many Boards', his pals, and the Tribune will back. Wanna take that bet? Mark will make it through the primary. He will be trounced in the election. Eventually someone is going to 'stumble' on how to run a campiagn, I hope. "

" This article is very confusing. Does the reporter understand the issue: the council must either approve the legislation or reject it. If it rejects, then the binding referendum goes on. So, did the council approve the legislation or not? Who can tell from this article? The whole business about an advisory referendum is a distraction. It's no wonder people are so ignorant about the issues! "

" You know Mr. My Turn, I beginning to believe that when you see a conspiracies within the dark, secret, inner city council enclaves, you might just be seeing things 20-20. Tonight was prime example- how do 7 votes get switched from for to against Tuesday Committee of Whole vote to have advisory referendum to Thursday's debacle of an outcome? Who called who? Or need I ask? If they (i.e. allies of Mayor Mark) thought this would help his cause, they could not be more wrong. A new broom sweeps clean. I'm sure the voting public will see it the same way in April! By the way, the council still has never debated the ambulance issue itself, just what to do with this "embarrassing" petition. It's a shame really. A sad state of affairs all around. "

" I hope you all see Farmer for what he is, a damage control expert. With his convoluted 'compromise?' Tuesday night, now followed by his shameful attempt to downplay this whole debacle for his pal Mark. Doug, this will adhere itself to mark up until April. All of it. The closed door meetings, the laughable meeting and numbers at UWL Cartwright, the Engineers and City Attorneys dispatched to harass signature seekers at the November polls, and Mark's switch aroooo to, he is now unbelievably interested in the people's decision on this 'Ambulance Business'. Even Sweeney was dispatched to downplay that it was not an 'ambulance business'. Well taxpayers if this was about 'one' ambulance for training Fire Paramedics I will eat my hat. Nobody believes that, NOBODY! "
